Viktor's laser is a moving projectile, and Lux's ult is basically a whole area that damages in an instant, it doesn't exactly travel.

thats not how it works. Lazers (including velkoz's all pierce everything) thats how lazers are suppose to be coded, it has nothing to do with traveling or not traveling.
All lazers should pierce everything in the game, the reason viktors E doesnt is because riot fucked up, nothing more nothing less.
Vik has plenty of counters, hes far from an OP juggernaut of a champion

I think you're over thinking this, just like Postal Badger said; its to do with the way they are coded. Also you can cast your E BEHIND the walls to reach behind them, they can block the part that does damage but they cant block you from starting it wherever you want.
Viktor also isnt supposed to be as strong as a juggernaut, i don't know why you're comparing him to a juggernaut (which they do have counters).
