With the possible or future TP changes, and general top lane frustrations, players want something to make the lane more interactive. Giving top laners a buff to get to their lanes faster can help make it more of a fighting lane.

??? what and have the turrets give you shields too again? Besides it's top, a lonely island paradise where ganks will decide the lane as you stare at eachother for 12-20min+ One of the players are going to under the tower with a speed buff, or just straight up abandon it to help the already deciding burst per second bot lane who has pushed them to 2nd turret and got 6 kills in the past 10 mins.
