No, because then bottom would just go toplane where the Drake's are. So you have 2v2 players top and 1v1 bot.
The idea of nerfing XP or gold when players are in a specific location sounds r%%%%%ed and actually undoable. It forces things in an unnecessary way. People should decide by themselves where they wanna play. Without an overloaded and unnecessary complicated buffing/nerfing system in the background.
Also how should that work? What is when duo-lane kill their T1 tower and swap to another lane? That's pretty common. Are they unable to swap to botlane then because it's nerfed for them the entire game?
Sounds way to complicated and forced.
The only way that could work is balance objectives. Or maybe let Drake's spawn random top or bot.
