Why can Nami still buy boots?
Nami doesn't have feet, yet she buys boots every game. Cassiopeia doesn't have feet either, but she doesn't have to buy boots. Why does the rich midlaner get out of buying boots but the gold starved still has to? Shouldn't nami be able to get a movespeed bonus to her passive that prohibits her from buying boots as well?
Is a little consistency too much to ask for? It's been awhile since Cass lost the ability to buy boots and it hasn't been a problem with her kit, so let's give nami the same treatment.
. Those have no legs and a few are debatable for flying being their movement.
. Then you also have the ones who actively float for moving. 
. So what I theorize is 
gets the treatment because she is touching the ground and not using any sort of ability to float/fly as Nami or the others do for moving.
