Can we fix the amount of designers who wants to cover their champions weakness?

If a champions miss their abilities, why the hell would they get rewarded for missing abilities? and why is the enemie champion punished for trying to outplay those champions.

Seriously I love when Evelynn missed all her abilities but still has a reliable point and click which proc her charm and proceed to 100-0 you, or when you try to flash Zoe Q but you get punished by her picking your flash up and get hit by 3 missiles.

Hey I missed everything with Zed, but I still R and auto attack duskblade ignite electrocute.
