Yes. His attack speed activates it pretty fast, giving him pretty damn good damage amps and a magic-damage on-hit AoE.

Nope.

Strongest late game ADCs are Vayne and Twitch.

Even a lot of the 'mid game' ADCs bring more to the table than Kog late game.

Lol I've killed a vayne before her tumble completed and killed a tank Lee sin before his q travel distance got to me.

A full build on hit kog maw MELTS entire teams.

You don't play Kog'Maw in bot lane, They removed the AD scaling on his W, effectively killing his role as an ADC. he's a pretty powerful AP mid laner if you can get him going though.
