He's not a completely weak champion but it's also true that his kit has too many flaws to ever have a hope of being viable in the current meta, so my question is has riot payed any attention to him at all?

The issue atm is that he's no longer viable past a certain elo level. People will easily pick the best possible counters available and literally zone him out of the entirety of top lane delaying his scaling long enough to easily snowball the rest of the map as the top laner. The other issue is that even if nasus reachs those powerspikes of scaling, he stills sucks in the end as he gets melted in teamfights with a proper comp because he's too easily kited which then leads to him being split push only and we all know that's not viable in this meta.

One small change and you could end up with the current iteration of Veigar, whose ult is essentially Garen's with Magic, and scaling with LOOKING at enemy champions. (As someone who loves Veigar, I'd rather see his scaling put back to AP on Champion Kills. Taking advantage of his early farming phase was a key point to deal with.)
Buffs? Probably not going to happen unless with a complete kit rework. Even then you might end up with a Poppy-Like Q.
