Is it just me or is anyone else find it harder to earn Mastery 7 for Champions?

I've been doing pretty good going maybe like 10 - 1 - 10 and such with decent KP and WS and CS but no Champion shard earn.....

Not really, just CS. I had someone try to throw a game to get an S on their champ by farming jungle and admitting it. They got their S, we barely managed to carry their dumb ass.
