When did it become accepted that tanks supports are expected to be weak during the laning phase and be useful at the mid game? Why are they not allowed to match up to ranged supports? Not necessarily beat them in lane but enough where it isn't assumed that a tank supports are going to be noticeable weaker than ranged supports during the laning phase.

only difference is that ranged supports have a bit easier of a time getting out of ganks.

considering that the tank support's trading pattern is "survive until opportunity, then all in, go for the jugular", letting them have many successful trades is basically evicting non tank supports from lane.
In other words,
Ranged always has an initial advantage over melee. An advantage melee has to overcome. Melee usually reaches some power-spike and then, IF it is capable of passing the necessary skill check, can contest the ranged with a successful all--in.

Naut can hard engage and shields, braum hard engage and sustain,, blitz can grab u and is range so to speak. thresh is meh he can grab u but he is the most trouble i would say. leo can stun and with her passive and stuns.
