Eh, his kit is toxic. It either does bad and it's no fun to play as. Or it does good and it's no fun to play against.
A lot of people complain about the later situation, but the former happens frequently enough as well.
OP is too narrow of a definition. Fizz has serious balance issues, but like Kuroi said, they go both ways; either he kills you and there's nothing you can do about it or he doesn't kill you and there's nothing he can do about it. On top of that, his scaling is also fairly absurd.
He won't be picked much in LCS because the likelihood of his not doing well is magnified against an organized team of pros, and they tend to prefer building their team around an ADC with midlane as less of a risk.
Don't know what the goal of this post is. 
This is a very slippery slope. Fizz isn't inherently op, he's just annoying to play against and facerolls soloQ due to his amazing snowball. I don't think he needs a nerf, but you also can't use LCS as the universal factor in balancing.
Fizz is a unique champion that is fun to play, but can be frustrating to play against in low level norms since most people don't understand the mechanics and procedures of the game. For example, you don't waste your main CC/Damage spell for the first spell you shoot at Fizz.
However, Fizz also has a skill cap to be played at higher levels of play, so he is used in LCS play I guess.
