What if there was a scaling adc?
Q= Attack damage up (like nasus) W= Armor up (like thresh) E= CC move? R= Ms up (duh can't be ap it's an ADC)
Maybe make the champ start at 300 MS or so (Slow) and scale up and armor too (20 armor scaling up idk?)

I don't see this happening, it has some pretty massive issues.
ADC's already scale better than pretty much any other class by default. The term carry itself is a classification that was used heavily in DotA to describe champions with a very weak early, strong late: to the point their team basically had to carry them early, and such champions could return the favor late game and carry their team.
The entire ADC build-path is all about scaling into a monster late game. Get 100 AD on top of a base 100 AD? DPS is doubles to 200. Get 150% AS? DPS is doubles to 400. Get 67% crit with IE's bonus? DPS is doubled again to 800. Get 50%+50 armor penetration? DPS is doubled again to the equivalent force of 1600.
So First major issue:
Infinite-scaling is pretty redundant with the whole ADC shtick of weak-early, strong late. You're not creating a new identity, tactic, strategy, or play style: you're just going about a kind of irritating way of doing it.
Second issue: infinite scaling is kind of irritating.
With most skills and champions their optimal use is fairly obvious, but then you can discover hidden potential and interesting ways of doing things that aren't directly obvious or spelled out. Things involving aiming, animation canceling, hitting several units with AoE. Infinite scaling is the exact opposite - there's no discovery in using the skill well, you just have to stack the skill as quickly as possible and do as well as possible. The only real point of getting better is knowing things like the average length of a game, the how many stacks are average at any given point. Basically pretty accurate mental math non-stop: which is just normal math.
Final and biggest issue:
Snowballing and extreme weak/strong phases aren't that fun.
For a game (or movie or story) to be engaging - you generally want people to be on the edge of their seat, never knowing how something is going to unfold. A guy is pushed out of a plane (oh no!) but he has a parachute (whew) but the parachute doesn't work (oh no!) but their's a cushy hay pile over their (whew) but their's a pitchfork sticking out (oh no!). Lots of back and forth. Their's a reason sword-fights in movies are generally ~5 minutes long.
The best way to cause interesting gameplay is making everyone at pretty much an equal level of power. the opposite of that is having incredibly weak early, super-strong late champions. Their's no real question who is going to win if power-scaling is really intense: a fight with such a champion is always going to be really one-sided. Same deal with snowballing potential. Snowball hard enough and there's never going to be an equal-power phase.
And if you're talking a full-kit of infinite scaling potential? You're looking at a significantly weaker early game than Vayne or Nasus, and probably a much stronger late-game than Poppy. Reeeeeaaaallly one-sided and dull on either side. 100% useless or a destroyer of worlds, with no middle ground at all.
well, it might be a bit balanced if this new carry scaled off of champion kills (like some of the assassins can, but I always hated those items)
so imagine a whole team working together to feed the carry so they can do a slightly higher amount of damage, say 10 extra physical damage to champions per champion killed (or 5 if you really want to get into scaling numbers so you would have to have 20 kills to have 100 AD difference which at that point, both teams would be pretty much full build anyway)
Teams should already be trying to get the adc fed as a fed adc has the highest DPS of any role in the game while being able to move their damage easily around the fight
you'd be surprised...in most pubs people want the tank or the mage fed so they can either have someone to hide behind or to fall back to while they clean up...it can get annoying, either that or there are just a ton of kill thieves, most likely the latter
the champs with the highest kill potential also get special attention, like riven, akali, etc
well, there's tristana (though honestly caitlynn is now and always will be way better)
there's now Ashe because her passive makes it where she actually has to build stronger items to get the same effect a normal carry would
ashe: yes, I get to crit anyone I want whenever I want!
yi: ahem... (olaf and others glare)
ashe: I don't care, I still get to do higher damage sooner!
quinn: umm, I hit harder than you and can scale harder with a damage build...
ashe: so what? i've got two global abilies, gah, wait, did I just get hit for 400 damage? why, they only have 160 AD...how come i'm only hitting 200 damage on my crits when I have the same amount of farm?
lol
