Why specially 42 on-hit damages on Wit's End ?

There's just something about that number...
Because 41 would have been a bit too random.
Considering the item's name, the 42 magic damage on hit (and the previous 42% attack speed bonus) is probably is a reference to The Hitchhiker's Guide to the Galaxy where 42 is the number that signifies "The Answer to the Ultimate Question of Life, the Universe, and Everything".
It's the meaning of life, the universe, and everything.
Because Easter Egg.
Balancewise, feels like it does the right amount of damage for what the item brings (AS speed, MR, and MR steal) It's a niche item more than anything though.
Easter Egg yeah ...
I don't think the item is good, to be honest I don't know why it still exists, it's supposed to be for physical champions but if you want some MR and damages just get
and if you want some damage which passes penetration (
counter for exemple) just get lifesteal or
. I very rarely see Wit's End :/

It isn't for physical champions.
It's for tanky champions that already deal mixed damage.
If a slightly modified Bloodrazor were still around (4% max HP in magic damage OnHit, IAS, and armor) along with Ionic Spark (160 chain lightning every fourth attack, IAS, and HP) they would make a nice little trinity of mixed tanky/offensive items that all augment each other.
But Riot keeps removing magic damage OnHit items (or making them physical OnHit, the jerks).
Back in the day it also had 42% Attack Speed.
