Does Sej top "technically" outscale other tops?

Like Nasus can have q stacks but sej has the aoe cc. She builds tanky like nasus but her mobility and cc is stronger. Like trynd she can "spin" out if no one is in the way. Should people start using her top and what is her weakness?

Her weakness is that her early game is non existent. She has terrible manacosts and almost no damage for toplane where she gets bullied. That's why you go jungle with her to skip her garbage early game.

Nasus and malphite has little early game yet they are still used. Heck vayne and veigar are used in their separate lanes and they are considered weak early too/

Malph's early game is faaaaaar better than Seju's and he can waveclear w/o any major problem with his W. Nasus also has very good laning tools (almost 100%last hit accuracy and free lifesteal). Veigar can farm from safe distance and can waveclear. Vayne allways has kill potential the moment she hits lvl2 and she has a support to help her.

Meanwhile with seju you go into the lane, cast 2 W's to clear the creepwave and u are already oom and half hp. Not to mention it's really easy to gank her as her Q stops on enemy hit and as such very easy to intercept.

AOE CC doesn't scale very high though, it's usefulness is the same throughout the game and depends on how many enemies you hit with it. Sejuani's damage scales off her health pool and whatever her ratios are, but that's based on the stats she gains from level and items, both of which are capped. Nasus has a Q scaling ability that keeps going until the game is over, eventually allowing him to 1 shot anything he can hit with a Q. I've watched videos of very long games (75+ minutes) where Nasus can kill Baron Nashor with 2 applications of Siphon Strike.

So short answer is no she doesn't outscale Nasus. But she's better earlier and her CC makes her more useful in a lot more ways than his does. She's still a melee like he is who sucks against a lane swap; since she is pretty good in the jungle it just seems like a waste to struggle for lane CS for the whole laning phase.
