Is Cassiopeia's rework actually finished? (Also, a potential idea)

Tl;dr Version: Cassiopeia has a lot of aspects to her kit that makes her clunky, and her passive might be the root cause because it feels underdeveloped, because it doesn't feel like there is much there. The potential idea is maybe having an item similar to Viktor's (that augmenting ability), that could be given to Cass, and run off of her old poison stacks passive.

****

Cassiopeia I ask that because her kit doesn't feel... complete, compared to other champions. Something feels missing, like a delicious cake without any icing or jam.

Her W feels very restrictive, Q should of been kept to quick cast and her passive feels like it needs something on top of it. Right now, the passive feels like when Miss Fortune had her old strut for her passive, only this time it's worse, because you can't build boots for it to have more from what little use it provided.

I feel as though that Cass could get away with having a similar mechanic to Viktor to compensate for the missing boots. What I'm referring to is Viktor having a staff as that's exclusive to him as an item, and can be upgraded to augment his abilities so they become stronger (And lets be real, without it, Viktor would be useless).

For Cass, we could use her old passive (poison stacks) in the form of an item, and can only be upgraded through the stacks she gains from her poisons. So her poison could have other effects as well as what she has right now. So for example, her fully upgraded item might make her ult turn all enemies to stone regardless of whether they're facing her or not, her first upgrade could make her Miasma wider, etc. It's only a potential idea, but it feels better than just having an average speed boost to make up for the fact she can't have boots.

If I'm brutally honest, her current passive feels more of an obstacle than a passive that's made to help her.

But what could this item I mentioned be? Well, it might have to be something she has on her already (for now), so needless to say, a staff wouldn't be right. However, one thing Cass always has for her and her skins, is some form of headpiece.

  • Classic, it's the oversized headpiece.
  • Desperada, a very decorative hat.
  • Siren, a more natural looking headpiece.
  • Mythic, she has a rather decorative laurel.
  • Finally, her Jade Fang has a pair of jade snakes.

So, her headpiece could be considered the item of use. I always did wonder what that thing was there for, but now there could be a potential use for it.

But I haven't got much experience in designing mechanics for a MOBA character. This idea might be stupid to some, if not - all of you, but I seriously feel like that her passive is the root cause of her problems. There are other aspects, yes, but I feel that if something can be addressed about her passive, then she might perform a little better.

Edit: I'm not saying these things to be toxic, I want Cassio to do well, I'm just throwing out my opinion and an idea that probably won't fit.

Huh, downvotes already... Anxiety is telling me to delete the thread, but my brain is telling me to just stand by a suggestion that's meant for constructive purposes ;-; ''

Well, that's the thing with suggestions. Someone looked at it and thought it wasn't really woth looking at. I kinda have to agree on that. The last thing Cassio needs right now is another weird idea thrown into the mix. Her current passive makes sense, is easy to understand and unique. It is just somewhat undertuned right now.

For your question: No, the rework isn't finished. Some things have been hotfixed on serverside (the tooltips aren't accurate), and future changes will propably target W and Q, possibly the ult. I personally think the rework has alot of problems right now and will take a long time to get right.
