Dear Riot: Neeko's W damage on turrets

I have a friend of mine that is OBSESSED with Neeko right now. He absolutely loves this champion to bits. He stopped playing pretty much any and everything else to play her as much as possible whenever we play normal games. So good work on making a cool character.

However, he's currently OBSESSED with Neeko's W damage on turrets. It used to consistently apply, but now it rarely does, so something is bugged with Neeko's W. Is it supposed to be there, and the bug is that it isn't there, or are you guys trying to get rid of it, and the bug is when it actually reappears?

I'd love a response, because he's having me go into custom games to recreate scenarios in hopes of seeing how he can have it occur more consistently and he won't listen to me when I tell him to not worry about it.
