Switch Athene's and Banner's Mana components?

Banner of Command is bought against Mages like Ziggs and Xerath who have a lot of pushing power but not a lot of physical damage against minions. Yet it gives you more Armor than Magic Resistance. Making it build out of Chalice would fix that problem and it would give you a lot of Health Regen on Supports against Artillery Mages' poke, too.

And if you gave Athene's Mana it would fit more into the hyrbid Mage/Support role (since Riot changed it so Mages get Mana instead of Mana Regen). Since it loses its passive you could increase its Ability Power to 60 like Ardent Censer to make AP Support builds on Enchanters a little more viable (right now they can only build the heal/shield Support items). Edit: Or you could just give Athene's a different passive.
