Seems to me that with the introduction of Duskblade QSS is becoming more and more necessary for squishies, however this item is pretty outdated atm.
It was no doubt originally made to counter mages such as

but these fellas aren't seeing much competitive play atm, unlike the far more threatening 
and other 
abusers.
Riot should consider making QSS give a mix of MR and armor instead of/together with nerfing Duskblade.

They dont see Duskblade as abuse, they released it that way on purpose. They buffed Zed on purpose, they buffed Xin on purpose. They LOVE AD and want it to dominate, thats why they reworked all those marksmen, made them OP as hell, and released Duskblade.
The people in charge dont want balance, they want their champs and play-style to reck your face.
They certainly arnt going to give you counter play to the environment they created, why bother asking? Unless its to create pressure on them, which will look bad when a lot of people want it but they ignore it. Even then, I doubt they will do anything to lessen the double ult Zed META.
