Why isn't there a kiting tutorial?

I can't count how many teammates i have had in the past that just stand and deliver. Kiting is utilized by every class. I actually only learned about it at level 10 or so because a friend of mine said that i was picking up on the games base mechanics fast so he taught me.

It really should be iimplemented as a tutorial around level 25 or so. Having you start with a ranged champion > ziggs/xerath > melee. Optional of course but a pop up should appear stating that the optional tutorial has been unlocked. I've seen people in bronze with over 3000 games on ONE marksmen that seem to think they are playing that turret dude from Overwatch.

Of course i'm not expecting this to happen, but it would benefit newer players and the 60% (somewhere around there...) players in bronze silver and the soon to be announced Meddler's little helpers division
