Support Senna dishes out a lot of damage due to her getting stacks frequently but I feel some of that power budget should be shifted to her role when she becomes an ADC.
Feels like she's punished significantly for going off-role from her primary.

They want her to be viable as both a support and an ADC, but her support gameplay will always be stronger than her ADC gameplay to encourage people to play her support. If she gets too strong as an ADC and is primarily played ADC, they'll nerf her, because they want her to primarily be played support.
That's basically the explanation her designer(Riot August) gave us.
