It's really a minor nerf.
I mean yeah, it'll drop her winrate, it's a nerf. But I feel that they should really try to shave power off of her kit in a perceivable fashion, not just changing cooldown numbers on one spell.

It's not like it matters, 40% cdr riven has it on a 30 sec cd vs the "nerfed" at 36 sec. It is a great start to shave off power, but she still has her steroid ready to go almost twice every minute still.
