Revert the Garen base movement speed nerf.
The 5% Movement Speed nerf on his Q was enough, you don't need to hit him anymore.

i wish they wouldnt double nerf the same part of his kit. it might not look like much, but hammering a single aspect of a champions kit twice is what trashed a lot of champions.
if they want to tone him down, then stick with the 5 base ms nerf and also remove the 1% true damage on auto attacks against the villain, but keep the %ms bonus on his q as is.
the problem is, this might not look like much. but 5 base ms less means his q gives already less of a bonus since its % based. in addition with the nerf on the ability his q will also give even less of a bonus than that.
