@Xypherous: The combined changes to dorans shield and first dragon stack

Is this RIOT's answer to remove the discrepancy between single target spell spammers / ranged auto attackers that are currently pushing out traditionally melee top laners, bringing them to a more level playing field? (Half with a gold-tactical investment, half with a strategic-dragon investment)

What I'm wondering is if this is the only lever that will be introduced in the preseason for this particular relationship or whether or not there will be other levers introduced at a later time in the preseason to address the way melee and ranged champions interact at top lane.
