9/21/0 is the norm, but my favorites is 21/9/0 with Blade/Spell Weaving and Dangerous Game.

Duelist Skarner is my favorite Skarner. Unfortunately he doesn't make enough gold in the jungle to buy Triforce.

I buy Triforce every game on Skarner, not sure what you're talking about, in fact if you jungle properly you can get full build before anyone else easily.

You use Cinderhulk? Whenever I try to build Triforce on Skarner jungle I always end up being too squishy once dragon fights come around, and get focused down pretty easily.

I usually do Triforce + Black Cleaver for weapons, and the rest tank items, combined with cinderhulk jungle item you get about 700+ HP just from that. Given that setup, can both out-duel anyone and tank pretty decently as well. However if the enemy team is fed, not much you can do.

As far as mastery goes... I don't do traditional mastery setup, nor traditional rune setup, so you probably would not be interested.
