I don't think he explains it too well since Riot never really just wants to eliminate a champion from a game.

thats not as they would want to remove him if champions core strenght is just to big of an issue and cant be ballanced by nerfing the rest of champions kit he needs olafing when he gets olafed his strenghts are nerfed so he becomes unviable (since he was nerfed before), but riot gets a clear sheet to either buff him back in some spots and create some new strenghts for him or put some changes on him

also they should olaf yasuo, the strenghts they try to preserve are kinda toxic at their core, its very probable that after some patches he will explode again, his playstyle is unique and fun but the way he handles items ....
