Taliyah is actually incredibly fun

Really cool design, and I don't think she's as weak as people think she is.

But why does her W work the way it does? It's incredibly awkward to use, especially since you can't cast any other spells while you're waiting for it to go off. Is there some balance reason she shouldn't be able to WE or WQ?

As a Viktor player, I don't see why it can't just be targeted like Death Ray. And I certainly don't see why it has to lock you out of your other abilities unlike every other two cast spell in the game.
