What to Keep:
While his playstyle of feast or famine can be a little problematic for some game, I do feel it fits the character and that's why he has some of the most dedicated mains. I would keep his whole kit except for his Q- Spinning Axe.
What to Change:
Q-Spinning Axe: represents a problem for me in the sense that, different from most ADCs, he has guaranteed raw damage coming from an ON/OFF ability. I do think he needs to "work" for the damage he has by making it so he has to catch 4 axes in a row in order to do the extra damage on his next auto. With this change I also think that it would fix the toxicity behind his early levels while putting him into the "auto this amount of times to get this" pattern like other ADs.
