You build health, you get fucked by LDR/Botrk. You build armor, you lose most of it from BC/LDR He just lifesteals and kites for days.
I'm not saying it is OP, but I am really not sure how to play around it because his passive gives him attack speed without building it.
DoomRPG1 votesAgainst this Id suggest Point to click CC rammus or maokai are obvious examples however ryze also works, in general it becomes a case of catching him out of position and insta nuking him since he lacks a lot of up front tankiness (outside of BC and BT) and as such blowing him up first is your best option, if you have a adc such as vayne twich or jinx who outdamage lucian late game, they can also deal with him if you can peel the bruisers/assasins/camilles off them
