Can future reworked champs have dashes/excessive mobility removed from their kit?

Define excess mobility.

Kai'sa mobility, reposition combined with all the hyperscaling is just too much. Strip some power off her, either make her not bust tanks or take away her ability to dance in and out of a fight with minimal danger.
