While I (Fizz) took an S-, Jinx took an S. I had a better score and better csing, so, why did Jinx take a s-?

It's not broken, working as intended.
It compares your performance on that champion to the average of others performance on that champion. Even though in that game you did better than her, on average, she did better than other Jinx's more than you did better than other Fizz's
She probably did a lot of damage.
Rank scores are set by the average scores and csing of all the players of that champion. Ranks are not capable of, nor are meant to be compared cross champion.
As I understand it having less deaths than the average and having an average or good cs are both very weighty in your grade (no stats to back this up though), which would explain why she got an S .
I'll also remark that fizz is a character with a large kill and low death potential compared to most champions, making an S on him harder to achieve.
The meaning of your rank is in no way any kind of standard for anything but your specific champion.
