Ess Reaver is so broken

ok so i played vs a riven who rushed ess reaver, she had a 300 hp sheild on a 7 sec cd then ulted and it was on a 3 sec cd, for one she has a knockup which nothing helps vs, and it gives way to much daamge and cdr with the super duper broken passive, the only mana user who builds it is jax.....then manaless champs just build it cuz its that broken, next patch it will be worse because they no longer have to use ult to activate REALLY FAIR, items have been left behind i mean comeon ohmwrecker??????
