ok so just simple math here, lost chapter gives 40 ap, 300 mana, 10%cdr and refund mana everytime you level up making mages very safe is 1300, Tiamat is 1375 or whatever and it gives 25ad, 50% hp regen(which is equal to a 150gold item) and a damage proc every 12 seconds......like am i just dumb or is this the most stupid thing you have ever seen, make lost chapter 1450 then like wtf mages get babied, but top/jung just get shat on every patch

A nerf was required, but I would have settled for 1300 gold (the extra 25 gold just seems unnecessary).

Lost Chapter is 99.23% gold efficient without the Haste passive, and 119.74% gold efficient with the Haste passive. These are both excluding the mana restore upon level up passive.
The difference here is that Lost Chapter's stats only applies to spells, whereas Tiamat applies to both spells (that scale with AD) AND auto attacks.
Therefore, it needs to be a bit more gold efficient since it applies to less things.
If I had to change one thing, it would be to remove the Haste passive. The extra CDR seems a bit unnecessary.
JackMcSnipeyz3 votesAD is used on every AA and spell which means 25 AD is pretty much as valuable as as those missing 15 AP. It's also resourcless which means you always benefit from the AD and PASSIVE (which you forgot to mention) unlike mana.
It was getting pretty stupid how melee champs who dont even plan on finishing this item can just pick this up at 1200 gold and wave clear like crazy with such a cheap item, god forbid you'd have to farm another wave to get your god tier wave clear for an extra 175 gold.

lets champions like 
clear the wave in 3-4 autos, whereas he'd have to spend roughly that many per minion.
The damage was just an added bonus, tbh.
