@ Riot. If Vanguard update is after the Assassin's. Will Rammus be part of them?

Yo Riot, I was wondering if Rammus is going to be part of the Vanguard or even tank update. because his kit is pretty old and he is a one trick pony that has higher than normal damage for tanks and relies on getting hit to deal further damage to the enemy team along with his ult. All of that is really haphazardly, I am wondering if he is becoming more of a tanky diver or a more of a juggernaut because he can deal high damage with , so he can scale well with HP as with it.
