Tune Senna to be played ADC, not support.
People play her and she is garbage tier support, can Riot change her to be ADC ? Like the idea was nice on paper but dont work.

Senna is a suboptimal ADC due to her limited synergy with crit/attack speed and her lack of good sustained damage.
Her heal and CC make her more than capable as a support. Try building Duskblade -> Athene's with Aery + Revitalize, and see how she feels as a support.
Riot already said they would be willing to tune her more towards support, she is not focused on being an adc shes meant to be a support and shes really good at it
People aren't building for her budget. They're trying to build damage. That's why it looks like she sucks.
She most definitely works as a support (and an adc and mid for that matter). The problem is that people are A. Playing her wrong and B. building her wrong.
Senna hasn't even been out for a day yet, give her a patch or two before declaring that she's dumpster-garbage. I Guarentee you that that once people figure out what's the best setup/champion combo for her, she's going to be really popular.
Remember last time people said the new support was weak and useless?

you are probably just playing her wrong. get the positioning right, build the right items, and just in general play better.
