He just needs his kit to be worked on. The only time he really worked was when the Ardent + Tank Meta was around. Having a extra shielder in the jg slot gave so much power to the team that had him. Now we come to the day in age where if your clear takes more than 20 seconds, the enemy jg will likely look to invade and steal your shit before you can even get to it.
The passive is honestly one of the main issues with him. It takes way too long to mature to be cleared, and it takes a shit ton of mana and hp to channel. I did suggest they should lower the hp and mana costs, but if I have to be honest, maybe lower both just a bit, but not a whole lot. I also suggested that they would give his passive mature scaling (lost the comment, but i'll refine and change the original numbers with ones that I feel better about now) at 24 sec level 1, 18 at level 7, and 12 at level 13. Plus, the mature timer will be halved on your camps.
This wont break him because if he tries to use it on a enemy camp, it is the base cd (24 for example) for the mature, and not 12. Plus his costs will force him to back a ton. Also power needs to be shifted around in his kit.
