So whats up? We are nerfing ahri again???

So recently we had the E ahri nerf which I pretty much went with it ok even though it takes a lot away from ahri. Before that we also seen her get other nerfs which they were ok too. Now rito has said that they will be looking to her closely again for additional nerfs. So my question is why? In my eyes she is balanced heck even underpowered if you compare her with others like zed,annie, le blanc, diana. Why are we nerfing her when champs like graves exist? What is the end result we want? To make her unplayable again?
