They nerfed Twisted Fate for being able to zone you out with having his card always up. Akali's Q is NEVER down. It's duration on the target is in fact longer than the cooldown. 0 counter play to this. Not to mention she isn't even paying for it. She is energy based, meaning you can't make her "waste" her resources.
tl;dr nerf the duration on her being able to proc her Q. Say 75% uptime? Or even 50%.

The Q itself, the activation portion, or?
Since making the Q itself severely nerfs her farming unless she's ahead enough to straight up murder you, which necessitates heavy buffs since she can't get early cs. The activation portion would probably need extra damage on first cast for minions then if you removed the proc damage.
