I'll start;
If two Warwick's ult each other the second one gets it off and the first one gets absolutely nothing.
I don't think this is okay. Would be nice if they just dealt damage to each other. I mean they should both be unstoppable but one wins out because his completes first (priority rules) but he doesn't get to do anything because he can't stop the other-second-one, so the second one stops the first one because suppression. Apparently the suppression is applied before CC immunity drops in the order of things.
Secondly I don't like his passive at all.
Any mechanic that requires you to be half health to regain health is ineffective. It causes you to fight attrition uphill. This occurs with Aatrox and Aatrox still gets some heal above 50% and it's still bad for him. An example, and the only one, of a champion who regains health below 50% that's a good mechanic is Volibear's passive (though it'd be nice if it cooled down twice as fast when he's full HP).
Reasons: It weirdly gates your jungling. And Warwick is meant to be a jungler. It somewhat causes you to be a jungler who can never be full health despite that some junglers can in fact clear with full or nearly full HP remaining (Lee, Xin, Nocturne, etc) and so there's no reason for that to occur with him. Lifesteal also devalues your passive in a very odd way since as long as you remain at higher HP you can't gain any value from your passive. Yes, I know it has damage I am just specifically talking about healing.
The major reason this kind of a thing is bad is because it stops when you heal yourself back up to 50%. Just immediately. If he instead procced a timer where he received increased healing that would be better.
It basically says that you should be counterjungled because yeah you're stronger when you're low (burst exists and you'll probably never feel those juicy bonus effects as they'll save it to kill you when you're low) but you'd be even stronger when you have, you know, your whole HP bar. But you're not allowed to have your whole HP bar. Because you're gated.
Furthermore when you want to fight people, you'll inevitably have to fight one person, and then another and maybe more in succession. A passive like this tells me that even if you're strong enough to kill a person you can't sustain properly because even if they can't kill you, while you're fighting you're incapable of sustaining making you lose the attrition war. Warwick has always been the winner of wars of attrition pre-rework.
It would be better if you lowered the heal amount and applied it at any % HP, then doubled it when fighting champions. This seems thematically more sound as well. Since he's a people hunter.
