Where are the nonsensical scalings?

So, after going through the new champions, I noticed something when comparing them to old ones, which quickly showed something much of the community probably knows. There is a distinct lack of off-meta builds for the new ones; we can't go AP Kled or anything, and AP Aatrox was killed off with the rework. Is there any reason why?

It decreases the chances of the champion randomly breaking with an item not intended for them.

Because riot loathes fun. Off-meta goofy builds and shit were a blast, but these days everything has to be 100% ideal meta picked from the top 5% of "strong meta picks" or you'll get flamed by your team all game and lose.

Seriously. It's like people don't understand that it's a GAME and supposed to be FUN. I'm trying to win, I just like being oddball and creative about it. I miss the days of AP Xin Zhao or Tristana, Bruiser TF or ADC LeBlanc. I miss going into normals and sometimes seeing a team that picked 5 supports for the lulz. EVERY FREAKING GAME these days is the same 10 champs over and over again, arranged slightly differently each match.

The main problem when a champ is designed that way is that, at any point, it may be able to abuse the meta (were it new items, masteries, etc) and become overpowered. For instance AP Xin got nerfed because it suddently was able to do burst damages as well as solo take turret while have more regen than the turret hits.

So my guess is that in order to prevent those "abuses" of champions' kits, they intentionally limit their scaling to a certain degree.

I remember AP miss fortune, got destroyed so hard, mf's base damage adds more damage to her ult than 200 AP, it's stupid
