Riot where is my loss prevented and where is my 1 hours time gotten back?

Had an afker in the top lane for 8 minutes, lost 23 LP for it and lost an hour playing a game we knew we were gonna lose. And two people would not surrender. Top lane got free cs and ganked other lanes to make the game even worse. RIOT can you please fix the system? Get rid of the afkers and replace them with someone who is active either that or severe punishments for afkers or add in a "afk bot" for those who are afk they can get cs and not be killed very easily(safe bot) until the player is back?
