Why cleanse should work on all cc

Go mid, get a Malzahar that instantly counters me I tried using cleanse and doesn't work against Malzahars ult. Whats the point of cleanse if it isn't going to affect all disables like Alistars ult does or like Olafs ult.

Cleanse needs to be able to work against all forms of cc with the additional 65% after using the summoner spell. That one spell I had ruined my entire game disappointing me that riot does not have that implemented on supression like warwicks ult or malzhars.
