Repertoire already admitted that he majorly under-shot Koggy's power level. They removed most of his base damage and amped his mana costs because they fully expected him to be a monster as soon as he got Bork. Things didn't work out quite that way, so they're assessing how best to make him viable on Rift.
He's fine over in Dominion-land, but stuff that works there doesn't always translate well to Rift.
