Allow 1 surrender vote at 10 mins?

With game lasting shorter than previous seasons and the game being more and more snowbally, I think we should be allowed to surrender earlier. I feel like matches are often decided at the 10 minute mark, making the next 10 minutes seriously infuriating, until you can finally surrender. However, I know that, at 10 minute, there is still a possibility of a comeback. That is why I suggest, instead of simply changing the surrender time to 10 minutes instead of 20, we should have only 1 possibility of making a surrender vote before 20 minutes. If the team decides to not surrender, no more ff vote could be started before the usual 20 minute comes.
