Making cdr a unique passive isn't really that fun

Look, the haste passive, or the passive on nashors which makes it not have stackable cdr is sorta pointless

just remove this restriction, it wont be a massive change at all, the idea that i can't efficiently build GLP and Luudens is insane

building two nashors on teemo would be fun too, but i can't, because riot hates me and wants me to suffer, I'm pretty sure I saw a riot post on how meddler and ghostcrawler specifically wanted me, hammermancer, to not enjoy mages.
