This will no doubt help him to CS top lane again. It won't completely bring back his viability, but it helps.
We just need his base HP to not be as garbage and he will be back, boys!

Shen was one of the champions I mained before his rework. I wont be rejoicing until it gets reverted.
JUST MAKE HIS ULT GIVE A FLAT SHEILD AMOUNT BASED ON HIS HP. That way he actually has more agency if he’s fortunate enough to win lane

i was a shen main in former seasons ... but this change will change nothing ...
his kit is garbage ... 2 of his 4 spells deal no dmg ... 1 dmg spell is his escape .. so basically his only dmg spell are enhanced autos ... with such a kit u autolose every toplane matchup .. shen cant deal with the meta

I was always amused by that interesting trend Riot decided to follow.
Kha’zix? Assassin? All the adcs have far better base AD than him.
Shen? Sion? Tank? All the ADCs have far better healthpools than them.
Diana? Splitpusher that scales off ap and AS? Give her one of the worst base attack speeds in the game.
Like the most recent monstrosity for me was Pyke. He has 2500 hp. It’s nuts to me, that’s a lot of hp for pyke to just naturally have, even if he can’t build health as a side effect.

Now we just need his passive shield to be relevant, his Q to apply a debuff on enemies hit by the blade that heals Shen and his team for dealing damage to them in addition to the slow it already gives, and removing the percentage missing health restriction on his ult.
Then Shen will actually be a playable champion.
what shen needs is to change his adaptive scaling to ap instead of ad since every scales off ap. ohh man a increas in 5 damage better look out on the boards to be crying nonstop on how "op" he is lol. If you peopel think that is "op" what do you call naut passive then ?straight 6 sec as oppsed to by level. besides your q has to pass through enemy champ for it to do damage.
