making completely broken champions and giving them nerfs does not mean they are evenly matched with other champions in their class, it means they received a nerf, or nerfs, in fact it's more of the rule than the exception that their failures often result in needing 3 or more nerf waves or complete destruction of the champions competitive abilities until they allocate time to rework them later
I want to point out that for several months after his rework, everyone was saying he was shit, clunky, and needed buffs, where he sat for several months where it was only until pro players started playing him that he SUDDENLY needed nerfs. Interesting.
They didn't really buff Urgot. He sat in his current state for months until a few high-level players realized that his ult was an AoE fear, not just an execute, and started actually playing him.
Urgot's winrate is hovering around 50%. If he were totally broken and in need of nerfs, simple statistics would tell you that teams with an Urgot on them would win more often than teams without one. He's not overpowered, he's just frustrating to play against, similar to Zoe or Illaoi. You can't just run at Urgot and expect to win. You need to outrange him, poking him down until it isn't safe for him to go in and brawl.

Finally someone gets it. It’s like when garen was sitting on top and people complained about it. He wasn’t bugged to get there he was just a product of his environment.
