People use the argument: "same reason kled wont get courage from killing camps, he is not designed as a jungler. Then my question to you is, why did they give karma this function? She is even LESS designed to work in the jungle and she didnt have it in the first place.
Even having buffs treated as champs would satisfy.
The only reason I'd think they don't allow it is that it does too much damage for one spell (against the high health buffs), whether jungling or not. It would be a REALLY strong leashing spell as a support or top laner since it % max health.
Then my question to you is, why did they give karma this function?
To help with killing blue buff. She really only has 2 damage spells. If only one works on it, it gets really obnoxious. Tahm has his enhanced AAs, Q and doesn't need either blue or red.
At least that is my reasoning on this, the person in charge of this QoL buff didn't reason any of his changes very well.
I could also imagine him being very obnoxious at stealing buffs with his huge %damage and general unkillability.
