Duo queuing with lower ranks on a smurf, boosting?

> MMR Boosting is an action where a player (the booster) logs into another player’s account (the boostee) with the specific purpose of improving the boostee account’s MMR.

Am I allowed to smurf and play with lower rank friends? On their FAQ section about boosting, that is what it says.

You're actually not even allowed to smurf. If you go by the rules, but no one reads them...

This just means your not allowed to log into someone account with the purpose of trying to boost them

Smurfing is allowed. Its just the community think is bad because they can't win a smurf,

16.8. Can I play the Game if the U.S. government thinks I might be a terrorist or I live in an embargoed country? (No.)

Yes you can do this. I wish I had a bronze 5 smurf. I never got to see what b5 was like. Lol

Snuffing is perfectly fine according to riot. Smurfing to essentially boost a friend probably isn't 'illegal' but HIGHLY frowned upon.
