Regarding Vel'koz buffs on PBE..
They keep loading more power into his ult, which to me is the wrong direction. Just make it so they apply stacks again, or revise his AP ratios on the rest of his kit.

For me, I think a more interesting change would be to increase the range of his E and W so the optimal range for his Ult combo doesn't have to be suicide range. Or shorten his Ult duration. Or maybe two charges of E?

Range buffs could be nice too, actually.

His spells already have fairly long ranges.
Q: Anywhere from 1050 to 1521 depending on how you fire/angle it. W: 1050 E: 850 (Considering this one's a suspension/knockback spell, you don't want it having too much range. At best, you could have it gain a bit of range per rank or something.)
Honestly, the reason they're putting more raw power into his ult is because the majority of people's issues with Vel'Koz right now are that his ult lost the damage proc from his passive. Increasing the ult's innate damage both alleviates this somewhat and makes the "true damage beam of death" more satisfying. (Considering tanks are probably the easiest targets to Research, and are also the ones you most likely want the beam to slice through with true damage...)
They also increased the AP ratio per tick of his ult from 6% to 10% as well. That's fairly significant if you build a decent amount of AP, which you should probably be doing. The fact that his passive scales with AP means he doesn't need to rely on MPen so much.
I like to view him as more of a tank-busting artillery mage now, with the AP-scaling true damage and the Researched ult. Kinda like a mage-Vayne.
As long as his passive has a reasonable AP ratio on it, making his ult able to apply stacks would be overkill. (Speaking of his passive's AP ratio, it's literally the AP ratios taken from his W and E. If you combo them, you'll end up dealing MORE damage than you would've before due to the true damage.)
I completely agree with you.
How about velkozs ult does true damage to enemies behind the researched enemy?
I absolutely hate the changes. Vel'koz feels incredibly clunky now...
Buffing the ult in itself just won't make it less situational.
