What of whe give Ghost a passive

What of we give Ghost a passive movementspeed bonus while out of combat that disables on activation of Ghost and remains disabled till ghost is back out of cooldown.

This would give ghost more utility what could make it an intressting spell for toplaners and junglers. Maybe certain midlaners that want to get to lane faster.
