Is rift herald gonna bring out of meta mid laners?

Hey,

So the Rift Herald Change is obviously a big one, and so I feel like in the next few patches, we're going to see a major shift in the meta as to where certain champions can and can't be played. Specifically, Junglers who are otherwise not played in other lanes.

Take Mid/Top for Example

• She has the Burst (Mid)
• Sustained Damage (Top & depending on how you build her)
• Really Great Early Game Damage
• Pretty good safety if you use her abilities wisely

Why Can't you play her Mid/Top Though?

I actually made a post about this earlier asking this same exact question. The main responses were her "Waveclear" and "Mana Issues". To be honest, This problem can be overcome with and anyway, but rift herald will immensely help her on getting that first turret. Now, Please don't get me wrong, I'm not saying "Elise Mid is the New OP" ; but I study Economics & Social Science, and so I can predict that if riot are planning on making towers easier to take down, then there isn't a reason on why we won't be seeing etc in lanes.
